Chinese-Speaking Covered California Certified Insurance Agent
Dongni Chen (Anny) is a licensed health insurance agent and Covered California Certified Insurance Agent who speaks Chinese (Mandarin and Cantonese) and English. She helps California individuals and families compare plans and enroll through Covered California, the state’s own marketplace. Her help costs nothing extra: Covered California says licensed agents are paid by the insurance companies, their help is free to you, and it does not change the price you pay.[1]
Looking for a health insurance broker in Los Angeles or the Bay Area?
For individual and family health coverage, the license in California is an insurance agent license, and Dongni Chen is a licensed agent. Like a broker, she compares plans from several insurance companies rather than selling for one, and her help costs nothing extra.[1]

Things to know in California
- State penalty. California still charges a penalty for going without qualifying coverage. For tax year 2025 it is $950 per adult and $475 per child, or 2.5% of income above the filing threshold, whichever is higher.[5]
- State subsidy. In 2027 California adds its own premium help for people with income from 100% to 200% of the poverty level ($31,920 for one person, $66,000 for a family of four) who qualify for federal subsidies. It is already included in the prices above.[3][8]
- Medi-Cal. California’s Medicaid program is Medi-Cal. Adults with lower income are usually screened for Medi-Cal first.[6]
- Immigration status. Starting in 2027, among non-citizens only green card holders and two other small groups can get federal subsidies; H-1B, F-1 and most other visa holders can still enroll at full price.[7]
